Though Cloud's memories of Zack are hazy and shattered at best, the man obviously means a lot to him. He becomes something of a hero to Cloud after Sephiroth goes bonkers and torches his town. Cloud wanted to be his hero so much it was the persona he chose to adopt when the combination of Jenova cells and Mako treatments pulled his brain through the wringer.
In AC, Cloud is still laden with guilt by Zack's death. He feels a responsibility to him and living the life he gave up for Cloud. Though Cloud learns to live his own life for his own wants and happiness, he does not forget Zack.
